Verified refill locations (Houston metro)
Only stations with a public page that describes refill (not exchange-only). Hours below are office / store / published fill hours from those pages — propane attendant coverage can be shorter; call ahead. Gallon prices are omitted; they change. Tractor Supply store hours were not captured in this pass (page fetches timed out); those rows stay hours unknown.

Not listed (on purpose): H-E-B (Texas grocery cages are exchange, not refill). Grocery / big-box Blue Rhino–style cages unless a page explicitly says they also refill. U-Haul Moving & Storage of Woodlands at 24540 I-45, Spring, TX 77386 — official propane page is tank exchange only (no tank-refill listing when checked). Houston Propane Exchange / Propane Express at 10603 Tower Oaks Blvd — public page emphasizes delivery and exchange; walk-up cylinder fill hours were not published. Green’s Blue Flame Gas — no official walk-up refill page with street address was confirmed in this pass. Delivery-only bulk LP. Neighborhood U-Haul dealers without a propane refill location page. Tractor Supply Bacliff #2490 listed refill but sits on the Galveston Bay fringe; omitted from this metro table (not a core Houston–Pasadena–Woodlands chip).
What to check before you drive
Refill ≠ exchange. If the pin is only a cage with a card reader and no attendant fill — including many H-E-B lots — you are in exchange territory.
Call ahead. Ask: “Do you refill my tank today, what sizes, and is someone available now?” Store hours ≠ propane attendant hours (Ferrellgas publishes office hours, not a separate cylinder-fill schedule on the Houston page; Tractor Supply refill depends on staff).
Bring the empty (or low) tank you own. Refill keeps your cylinder; exchange swaps it.
Read the collar date. DOT cylinders must be requalified within 12 years of manufacture (then again per method). Out-of-date tanks get refused at refill.
Look for OPD. Cylinders up through 40 lb propane capacity generally need an Overfill Prevention Device valve; missing OPD is a common turn-down.
Condition matters. Excessive rust/pitting, dents/bulges/cuts, damaged collar/footring, or a bad valve — refillers are told not to fill those.
Expect a partial “full.” Legal fill leaves vapor space (~80%); OPD can stop short of a nominal 20 lb on a warm day.
Sizes. Ask about 20 / 30 / 40 / 100 lb and whether they fill RV ASME tanks — U-Haul pages say ~3–100 lb portable plus RVs/campers; Tractor Supply store pages do not state sizes (company refill page says up to 100 lb / many stores fill RVs — call); exchange cages usually do not.
Call-ahead script
“Hi — I’m looking to refill my own tank, not exchange. Do you refill today? What sizes? Do you fill RVs? Is someone at the pump now?”
Common rejection rules (cite, don’t invent)
From U.S. DOT / PHMSA consumer guide Is Your Cylinder Safe to Fill? (PDF):
Do not fill cylinders with excessive rust/corrosion/pitting, dents/bulges/cuts/cracks, missing/damaged footring, neckring/collar, or valve cover, or leaking/defective valve or relief device.
Check manufacture / requalification dates; cylinders must be requalified within 12 years of manufacture (then per marking — e.g. “E” visual often means 5 years).
From North Carolina Department of Agriculture & Consumer Services LP-Gas consumer FAQ (plain-language industry practice summary; same DOT/OPD themes) (page):
Turn-downs include: out-of-date collar, missing required OPD (cylinders up to and including 40 lb), damage/corrosion, loose/damaged collar or foot ring, damaged valve.
A “full” 20-lb grill cylinder is limited by OPD / expansion space; exchange cabinets often sell lighter net weights than a proper refill.
If your 20-lb grill tank is empty in Houston, the closest pin on Maps is often a metal cage outside a grocery — frequently an H-E-B or other big-box lot. That cage is usually an exchange: you swap tanks and leave with a prefilled cylinder. A refill is different — an attendant (or a certified pay-at-pump setup) puts propane into your cylinder and you pay for what goes in.
This page is for people across the metro who want a refill: U-Haul propane stations, Tractor Supply stores that list “propane tank refill,” and an LP dealer with published grill-cylinder refill on its location page. It is not a complete map of every cage in Harris, Fort Bend, or Montgomery County, and it is not a price board. Call before you drive; propane stock, attendant coverage, and tank-size limits change. Hurricane-season generator demand does not change the rule: unknown hours stay unknown.
Often a lighter net weight printed on the cage (commonly ~15 lb — check the cage label)
Larger tanks / RV
Many refill stations handle 30–100 lb and RVs
Usually 20-lb grill cylinders only
Tank age / damage
Station can refuse an out-of-date or damaged cylinder
Exchange may take a worn tank and give you another
Several Houston-area U-Haul location pages state that refilling is billed by the gallon and that exchanging does not credit leftover propane in the tank you turn in. Those pages also mix refill pumps with exchange cages at some stores — listed below as refill, with the cage noted.
